Extract n° 6 Does the question remain posed, which challenges with management? The young leaders have big responsibilities to assume: They must increase the productivity of the workers, of the knowledge and services, guarantee competitive competence, and what constitutes an urgency, to take up the social challenge to avoid the wars of classes. Fifty years after the glory of the theory of the scientific management of Taylor, much of organisational currents followed one another under various headings like the human relations, or the strategic organization by objectives or total quality? the common point of these currents of ideas is the improvement of the services, to work intelligently and reduce the dysfunctions. We speak today about the erudite and educational company, developing the formation and information by the specialists and especially by the pars which speak about their experiment. Never in the history of humanity an institution emerged also quickly only management nor have such a strong impact on the social structure and the world economy. But which is the share of this impact on the developing countries? Which is the best assistance to be provided them? The most convenient assistance and most effective is that of the formation and the qualification of their human resources. The example of Japan is edifying. It quickly understood that the personnel is not a cost but a creative resource of wealth of practitioner the shareholding paid in contractual form for managing the funds of pension well by fixing a reasonable proportion in the actions of the company and to thus limit the hostile control of the labour and to maintain the margin decisional of the dirigeants.Le Japan were also the pioneer of decentralization and devolution organisational and the first practise of marketing.
