The outlay on Buildings - building construction forms a very significant portion of investment on infrastructure - in any project. The Government of India, (the Planning Commission on behalf of the GOI) set up a committee to look into the standards, bye-laws, local practices, energy considerations, optimisation of resources and cost-effectiveness. Based on the recommendations the NAtional Building Code has been brought out by the Bureau of Indian Standards. The code has now been revised, updated to remove obsolete systems and practices and include modern practices, new materials and take in the new knowledge that has come up with regard to earthquake resistant construction, energy conservation and environmental upkeep. The major changes in the code are: A new part 0 "Integrated Approach" - Pre-requisites for applying the provisions of the code emphasizing the need for multi-disciplinary team approach for successful inplementation of any building project has been added. New chapters have been added on "structural design using bamboo structures", "Composite RC & Steel construction", "landscaping" have been added. Fire safety provisions have been thouroughly revised taking into account the lessons learnt as a result of investigations and analysis of a few fire accidents in the past. The approach has been towards life safety. International practices duly adopted for the need of the conditions in the country is another important feature. Today "Energy" and "Environment" are two factors which are influencing most of our decisions. Due attention has been given in the codes for these aspects. Unlike a decade ago, one is more concerned with the cost of running and maintaining a building today and that finds a proper treatment with regard to the services, in particular lighting (artificial and daylight), air conditioning and ventilation, water supply and sewage disposal. Water harvesting is another important addition. With these additions the NBC 2005 forms a dependable handbook for design, construction, operation& maintenance of buildings. The code also lays down standard provisions so that ultimately there can be unified construction bye-laws applicable all over the country with suitable adoptation of the code for local requirement of weather, rainfall, local practices and cultural variations. The NBC 2005 has been published both as a single volume as well as sectional volumes for different sections.
