THREE VOTES IN ONE The Soviet Union can always relay on three votes in the United Nations General Assembly because two Soviet republics have seats as though they were fully independent Sovereign state. At the Dumbarton Oaks Conference in Washington D C in 1944- which led to the establishment of the United Nations- Russia demanded separate representation for all of the Soviet Union?s republics. At the time there were sixteen of them, each with its own ministries of defense and foreign affaires. But at the Yalta conference held in the Crimea in the following year, the Russians climbed down. The conference- which was attended by the Russian dictator Joseph Stalin, US President Franklin D Roosevelt and the British premier Winston Churchill- mainly discussed the unconditional surrender of Germany. But Allied leaders also agreed on a compromise over Soviet representation- that UN seats should be given to the Ukrainian and Byelorussian Soviet Socialist Republics, as well as to the Soviet Union as a whole. When Interpol worked for the Nazis Adolf Hitler so impressed by the effiency of Interpol that he made it part of the Gestapo, the Nazi secret police. This followed the German occupation of Austria in 1938, when Interpol had its head quarters in Vienna. The origination?s records were transferred to Berlin where Gestapo officials used the files to keep the track of wanted criminals and in some cases to capture them and persuade them to work for the German cause. Interpol was founded in 1923 at a special criminal police congress held in Vienna and attended by delegates from some 20 countries. Power of the Veto The security council of the United Nation as five permant members ?Britain, America, France, China and Russia. Each has the power to block any motion put before the council ?even if all the other members support it the council can also veto any proposed new member nation of the UN. Only when a new nation has been accepted by the council can its membership be approved by a vote of the UN General Assembly. Since the Security Council is the executive arm of the UN this means that UN can not order any action to be taken ? though it can make recommendations to governments- unless it means the support of the five nuclear powers. A ?No? vote by any one of them is enough to overrule the wishes of the other 158 member nations. The official languages of UN are English, French, Russian, Chinese, Spanish and Arabic and it employs about 620 translators and interpreters to keep pace with its output of words.
