Narcotics Arrest Survey 1999

Data from the 1999 Narcotics Arrest Survey for the State of West Virginia showed that 81.7 percent of narcotics offenders were male. The majority of narcotic offenses were committed by whites at 69.7 percent however 30 percent of narcotic offenses were committed by Blacks. Most narcotics offenders were between 18- to 24-years-old. The greatest number of offenders were from Kanawha County closely followed by Ohio and Raleigh. Marijuana was the drug charged in the majority of offences followed by crack and cocaine, respectively. Examination of drug type in relation to race demonstrated that crack was used more widely among Blacks than whites and that marijuana was used more widely among whites than Blacks. The greatest number of drug charges were for distribution and sale followed by possession with intent. Multiple offenses by the same individual were counted as separate offenses for the purpose of statistical analysis.
