THE VULNERBILIDADE OF THE CHILD AND THE ADOLESCENT IN THE WORLD CONTEMPORARY Initially, convém to point out that Law N. 8,069, of 13 of July of 1990, makes use concerning the rights and inherent duties the child and to the adolescent. Art. 1º of the related law, makes use on the integral protection the child and to the adolescent. In art. 2º, of the same statute, establishes that, for the legal consequences, child: ?she is the person up to twelve years of age incomplete e, adolescent, that one between twelve and eighteen years of age?. In the world contemporary where we live, he is elementary to say that the reality in moral and psychological the sample that for more zealous and careful that they are the parents, its children they are at the mercy of of the vile beings, that unprovided of any feeling of love, wound without compassion the physical integrity, of the child and the adolescent. They are unscrupulous, manipulating, cold and calculating elements, that disdain the moral and religious principles, offending without the lesser ceremony, attacking and staining these human beings, still in full physical and psychological development. Many elements, if use to advantage of these defenseless beings, to only satisfy its acts beastly. The total lack of survival conditions that some families pass, still, potencializa the sprouting of delinquents who corrupt its lesser children. It is standed out that the poverty, one of the factors that, also contribute so that many cover the world of the crime and the drugs, need to be dealt with certain caution and affection, therefore the ones that the care duty has if have shown interested with the question. The people with nature directed toward the crime, constantly come close to the children and the adolescents with animus nocendi, animus to corrupt them, manipulating them to reach the ends cruelest, that are the ingression in the criminal world, of the drugs and using them as even though long manus of the most diverse crimes. The minors, in turn, still in development phase, do not have notion of the perigos the one that if they submit when they give to opening the approach of a dealer of drugs.
