Nuclear policy of India -An Energy perspective
More than one billion population, most of the industrial raw materials, democratic setup and administrative, social, political stability-these all indicate the huge potentiality of Indian state to establish itself as a major industrial and commercial centre of the world. The communication revolution or IT technology further corroborate the positive signs of Indian society. The agricultural potential and vast human resources ?technically skilled ? make us at very advantageous position. The industrious and enterprising mentality of Indians who have proved it worldwide have further proved that time has come when our whole module of economic development must be made compatible enough to boost sustainable infrastructure The most important ingredient on which government is either concentrating or should exclusively concentrate, is power sector. It is beyond doubt that 24 hours for the whole year level power supply in each and every corner of our country once done, can be the biggest engine of growth. Whether it is rural India or urban ? both are thirsty of power and our whole hearted effort at government as well as corporate level should be generation and distribution of power for commercial, domestic, official and industrial purposes continuously. The major part of Indian agriculture is dependent on monsoon and this can only be rationalised and made at the best productivity oriented once we have mastered irrigation system not only by canals and integrating rivers but also enhancing the interrupted power supply to tube wells etc.This mission will further be possible by evolving better mechanism of seeds as well other agricultural inputs i.e. soil testing, crop management and optimum use of pesticides with sufficient local as well as national storage of crop products and its better integration with local , national and international market. . The different modes of energy whether it is hydro, thermal, oil and gas, wind, solar and tidal, they all have certain limitations keeping in view of mammoth demand load on energy. Except Nuclear energy, I do not think all other forms of energy can be sufficient looking the vast hunger of energy almost in all sectors. We Indians can not match the international level infrastructure until we are not able to look into this problem immediately in its widest and deepest form. The only known source of energy which is left to us and for which we are technologically as well as raw material wise can be successful, is Nuclear energy. We have to be a country of energy surplus what to say of only being sufficient. Our broad term goal should be to become as hub of energy in south Asia and to export or subsidise energy requirements of our neighbouring countries. Since nuclearisation of energy sources is an issue which needs to be looked in to international perspective, as it causes lot of apprehensions as well as strategic concerns in our neighbouring countries along with developed world. . The world consciousness and media are influencing each other quite deeply. The nuclear issues because of their strategic ramifications have lot of formal as well as informal- international- control regimes which at one time may seem to be interfering in the internal affairs but we should not think these smaller things as an obstacle or undue influence and this should not discourage us in pursuing the agenda of nuclear energy. No energy is costly than no energy. To be frank, the nuclearisation of energy requirements should be considered our first priority and then its strategic or military use but in coherent form not provocating others to depict us endangering world peace and starting a nuclear race. Militarily, we are now in a very safe position to respond back to any mischief. Now our priority and goal should be totally focused on vital issues of our economy and of course nuclear energy. Once the world is ready to co-operate with us for nuclear energy issues, we should in advance as well as later on be reciprocal and flexible with regard to their concerns and should be concrete in the negotiations making our priorities clear. We need growth and prosperity. This is our first priority and conventionally we are strong enough to defend our independence. Nuclear issues whether it regards to some refined raw materials or other technological inputs, we should be focused and nothing should come in our way so far as energy sufficiency is concerned. We should be able to generate confidence in the mind of developed world either through some agreements or through UN based inspection systems. Perhaps our recent nuclear deals would be taking in to notice these all things. The use Nuclear energy has still been underestimated and I do firmly believe that it is going to be the nuclear energy which will solve our problem and in this way it will be able to remove poverty, unemployment, uneducation, health problems and substitute them with prosperity, education and health. No country which has prosperity, education and health can be browbeaten by any country regardless of military power it has. In between, we should improve our delivery system and technology of weapons in very defensive mode and manage our military preparedness in very rational and logical way
