This Book issued by the World Bank is a very informative and indispensable tool for those carrying out projects financed in whole or in part by a loan from the International Bank for Reconstruction and Development (IBRD) or a credit or grant from the International Development Association (IDA). These guidelines, in general, are applicable for procurement of Goods, Works and Services. However, these Guidelines do not cover Consultants?services.

The contents in this book are arranged in three chapters:

chapter I ? Introduction :- This Chapter describes the responsibilities of the Borrower and the broad requirements of the World Bank. In principle, all firms from all countries are eligible to offer goods, works and services for World Bank financed projects except a few specifically debarred by the Bank. One very important aspect dealt with in this Chapter is about Misprocurement and the definitions of Fraud and Corruption as outlined by the Bank.

Chapter II ? International Competitive Bidding :- In this Chapter broad guidelines about the procedure to be followed for International Competitive Bidding process has been outlined. The guidelines are the result of long experience of the World Bank in dealing with International tendering process and are mandatory for the Borrowers. All stages of Bidding, right from the stage of Notification to the stage of award of Contracts has been dealt with in very concise and lucid manner. The World Bank adopts the Harmonized version of General Conditions of Contract developed by FIDIC and also encourages use of INCOTERMS in all contract documents so as to ensure a level and uniform platform for a truly International participation. This chapter will be of help to any professional dealing with International Bidding process and gives a deep insight into the concept. With a view to develop the infrastructure in the Borrower's country, the Bank has incorporated the concept of Domestic Preferences in the Bid documents. Under this concept, a margin of preference can be given in the evaluation of bids for (a) goods manufactured in the country of the Borrower when comparing bids offering such goods with those offering goods manufactured abroad; and (b) works in member countries below a specified threshold of GNP47 per capita, when comparing bids from eligible domestic Contractors with those from foreign firms. Transparency at all stages of the Bidding process is the essence of these guidelines. It makes it obligatory on the part of the Borrower to provide explanation to any bidder who wishes to ascertain the grounds on which it's bid was not selected.

The following important aspects of bidding process have been described in this chapter : Two-Stage Bidding, Prequalification of Bidders, preparation of Bidding Documents, Price Adjustment, Currency Provisions, Alternative Bids, Conditions of Contract, Liquidated Damages and Bonus Clauses, Force Majeure, Bid Opening Procedures, Clarifications or Alterations of Bids, Examination of Bids, Evaluation and Comparison of Bids, Postqualification of Bidders, Award of Contract, Publication of the Award of Contract, Rejection of All Bids and Debriefing

Chapter III ? Other Methods of Procurement :- This Section describes the methods of
procurement that can be used where ICB would not be the most economic and efficient method of procurement, and where other methods are deemed more appropriate. Basically the other methods are classified as:
Limited International Bidding
National Competitive Bidding
Shopping
Direct Contracting
Force Account
Procurement from United Nations Agencies
The detailed procedure to be followed in each of the above cases has been dealt with in this Chapter and is quite informative.

This book is available for download at the World Bank's Web site www.worldbank.org and is highly recommended for Engineers and professionals engaged in procurement process.
