The Global Corruption Report is the leading overview of the global corruption situation. Prepared annually by Transparency International, it gives you an up to date snapshot of what's going on around the world in the fight against corruption. The 2005 edition gives you the expected list of country reports, updating the reader on how corruption is being tackled in thirty selected countries. These reports are generally prepared by Transparency International's national chapters and give updates on headline scandals, legislative reform, and general progress that the country may be making in the area. The report also has a section on research papers carried out by various academics and organisations. These papers are at the cutting edge of developing methods for measuring corruption and assessing the success of reforms aimed at reducing it. They will be of special interest to policy makers who are charged with designing systems for combating corruption. The Special focus of this edition however is corruption in the construction sector. This has been highlighted as one of the most at risk economic sectors. The report analyses the reasons and identifies some precautions that might be taken to tackle this. For example, specific characteristics of large scale construction projects means that they are particularly at risk of falling prey to corrupt practices. The report looks specifically at the threats of
corruption that arise in post conflict reconstruction. Such situations combine all the risks of large scale construction projects with none of the necessary oversight mechanisms that would generally exist. Iraq is singled out because of the scale of the reconstruction process that is occurring there. Unsurprisingly, it has been identified as being in danger of becoming the biggest corruption scandal in history. Billions of dollars will be spent at an accelerated pace in an environment of shockingly low oversight. Iraq therefore, poses huge and urgent challenges to anticorruption agencies to act fast in this area and endeavour to provide some level of oversight in the region.
