Harry Potter and the Half Blood Prince starts off a couple of days after where Harry Potter and the Order of the Phoenix ends. The whole magic world has finally accepted that Lord Voldemort is back and now everyone considers Harry "The Chosen One". For his safety he is again taken to The Burrow(Ron's House). Having cleared their O.W.Ls and now in the 6th year,during a trip to Diagon Alley to buy their school books Harry, Ron and Hermoine follow Draco Malfoy to the dark arts shop Borkin and Burkes where they see him threatning the shopkeeper by showing him something and asking for information to fix something.Hmmm fishy somethings. The interesting things in the book happen after everyone gets to Hogwarts. For starters the new Defence Against the Dark Arts teacher is Snape and Harry will be getting private lessons with Dumbledore.Harry is now Quiditch captain and Malfoy is absent from all games. Harry uses the Marauders's Map to track Malfoy but there are lots of unexplained times when Malfoy is no where on the map. Since Harry can now study Potions(since his grade is acceptable to the new Potions teacher Prof. Slughorn), he needs the potions book. This is when he gets an Advanced Potions Book from the school. This book is the property of the Half Blood Prince who has devised methods and made notes all over the book to make perfect potions. Harry starts following these methods and soon becomes the best in Potions, much to Hermoine's disgust who doesn't approve of using these methods when they know nothing about the writer.
Harry and Dumbledore's lessons consist of going into people's memories and accumulating as much information about Lord Voldemort's life as possible. One of the important memories is of Prof. Slughorn, which Harry has to get from him. This memory forms one of the most interesting chapters of the book "Horcruxes", which explains why Lord Voldemort is still alive and how to go about killing him. The following chapters involve Harry and Dumbledore beginning their quest to kill Lord Voldemort(which gives a partial explaination of what may have happened to Dumbledore's injured hand which looks like it is dying). The book ends with some Death Eaters getting into Hogwarts, putting up the dark mark and killing someone who's death will make you wonder about Harry's future. The title of the Book only justifies itself in the end when the identity of the Half Blood Prince unfolds.
