Once upon a time there was a Native Title Agreement signed to enable residential development to proceed over prime waterfront property in a coast town of North West Australia. All concerned language group representatives were duly included in this landmark agreement. At this time, Native Title was a relatively new concept in law, and Native Title Representative Bodies were only just beginning to realize how much of an impact they would make on economic development opportunities within the region. At the same time, a group of concerned residents of the town began to meet together to discuss ways to combat major social problems within the community. Indigenous workers from various government agencies, including health, education, sport and recreation, as well as non-government organisations came together to work out ways to alleviate problems which began to develop into ongoing family feuding and violent encounters. The idea being that recognised respected Indigenous workers resident in the community would be able to implement a workable solution to a predominantly volatile situation involving Indigenous people. Thus was born, the background of the consultation group for the Carnarvon Aboriginal Heritage and Cultural Centre. In 1998, the group identified suitable land on Robinson Street where such a building could be constructed. Integral to the development of the concept of having a Heritage & Cultural Centre building was having a working group with wider community involvement who were willing to meet regularly and who came from the Gascoyne community, rather than just the location of Carnarvon. The group being established as a Sub-Committee from the Gnulli Group. In 1999, the Sub-Committee was renamed the 'Steering Committee for the Aboriginal Heritage and Cultural Centre'. This Interim Steering Committee was made up of people from various interest groups. The groups included: Education, Health, Sport & Rec, Arts, Elders, Employment & Training, Youth, Police and Legal, Tourism, State & Local Government, Gnulli Native Title Group, and others. Department of Land Administration made a comment that the 'Native Title Agreement was for the land only'. An Agreement would need to be reached by the Shire of Carnarvon, the State of Western Australia and the Gnulli Native Title Group for everything to proceed.
