Evolution: Sincecolonialism and post independent period, Journalism was muzzled due toprevailing conditions like press censorship 1915, and newspaper suretyordinance 1910, which culminated into banning, intimidation,imprisonment and harassment by colonialist and the same to postindependent governments of IDI Amin, Obote I and II. Thiswas accompanied with lack of qualification due to absence of traininginstitutions, absence of arm of journalist or body strengtheningactivities of journalist, as well as checking their operatingprinciples. The level of economic development was low and the adequatetechnology in printing and broadcast media was least developed as wellthe capital to purchase equipment wasnt accessed by the media houseunless the government or foreign proprietors. NRM Era, and Challenges: Butby 1986 to date, journalism has been recognized and is adequate tobrand this period the golden era of journalism because of the followingfactors political, economic, social, cultural and technologicaladvancement as discussed below. Politically,the coming to power of the NRM government under president Y.K.Musevenicreated enabling editorial independence in the public media. Newspapers and Electronic media, Radio and Uganda TV as well as Newvision,Etop, Orumuri and Bukedde run events criticizing the government withoutban/ harassment or hosting opposition group on radios and discuss theirway forward. This situation wasnt tolerated by the past regime like thecolonialist imprisoned and fined Bassude editor of Sekanyolya andYusufu Bamutta editor of Dobozi lya Buganda and others for criticizingtheir government through publications. AlsoThe voice of Uganda (The voice of Amin) publication unquestionablyprinted Amins and government personnel views as well as misinformingthe public. The paper was mainly a propaganda instrument for Aminoppressive government. Other papers that existed did not dare tocriticize the government and has to go with the official version forfear of intimidation and death. Thesame to Obote I and II regime when Munnansi and the start journalistwere detained or paid fine of 50-75 per issue for running article aboutmilitary massacre, corruption within the officials or criticizing thegovernment misrule. Althoughthere is editorial independence in public print and electronic media,its mstly determined by the officials. Forexample in 2001 during thepresidential elections, more are time nd space museveni event coveragewas secured than dr. kiiza besigye in new vision, radio uganda and theuganda broadcasting corporation (UBC TV) and they publicised werebesigye was not fairing well. Thereis access to print and elctronic media news and information serviceswithin the country and outside. Media houses in uganda run artclesabout the public views on the government. New vision, daily monitor,radio stations and televisions access news from international newsagencies like AP, AFP, Reuters, CHINA news agency among others in theirday to day informing, educating, entertaining and interpreting events. The event happening all over the world are accessed by the local population in the ntional publications and electronic medas. Outside publications are also accessed like daily nation, Sunday nation, guardian, new time, washington post etc. Butaccessing news from international agencies is expensive to the upgrowing media houses and the government has not put in place a nationalnews agency to avail local and international low cost news. Hence printand Electronic media crippled to pay subscription fee. This is exempted to broadcasting international sports event. For example the broadcasting council decided on 21stOctober 2002 to close a Kampala based radio Super Fm indefinitely forproviding live commentary on British football league (Premiership)Matches without acquiring retransmission rights, but later allowed tocommence after paying subscription fee.
