Institutional Degeneration Of India

If you look back in to Indian history of last thirty five years (at least on the basis of my direct experience), it gives very mixed feelings. No doubt in remote villages where thirty years back even having an old motor cycle meant to be very elite prosperity, are now flooded with all sort of things i.e. Cars, Motor Cycles, DTH,COLOUR TV, mobile phones and other electronics along with consumer things. Definitely, people staying in the rural India in nearby small towns have more such things but rural people are not far behind in these matters. The percolation of prosperity everywhere is a reality. The application of technology in all walks of life whether agriculture or urban, is quite visible. The rural India which did not have proper means of communication, has now successfully adopted DTH and cell phones. It is very relevant to mention that in rural India only wireless technology could be successful because of thefts of cables could always make these communication systems out of gear- had they been based on wire. The wireless technology has turned to be boon for India and in this way we have directly approached to advance technology without suffering the earlier loss of wiring etc for spreading communication technology. Above mentioned factors are indicative of one thing- materially we are improving by leaps and bounds. Today, a person who has not seen Indian cities and villages for last 30 years, if comes back and sees them he will be stunned. There has been tremendous positive change in all the dimensions of life. What about institutional dynamics? I have noticed certain things which need proper analysis. Logically if we talk in comparative terms vis a vis prosperity, our institutional integrity should have become stronger than it was along with professionalism. The increase in prosperity must have improved these things (INTEGRITY AND PROFESSIONALISM) but unfortunately things are otherwise. The people working in these institutions are far more prosperous than their ancestors in the same position. What about virtues. Human beings are known not only on the basis of their material prosperity but virtues are very important ingredient. The logistical and infrastructural prosperity of institutions have grown extremely but their virtues or integrity have proportionately decreased. Is human conscience with the increase of material prosperity goes down? Or remains the same. Or does not change at all. The simple answer to this question is very difficult but presenting set of circumstances will definitely answer some broad directions. The strength of human mind is to remain free from pressing greeds which degenerate it. To plan needs and greeds without degenerating soul are the virtues of a sound mind .Frequent push of so many desires fuelled by great existing multiple commodities market have made human beings more greedy and in this way breeding a value less character in him to pursue that becoming corrupt strategically and habitually. The abundance of material things in the market pulls everyone to achieve them but in the absence of money or buying power, the greed compels to get that by any means ?hook or crook These trends are visible when individuals working in different institutions degenerate and their degenerated action or corruption basically upsets the mission of professionalism and integrity of all institutions. That is the reason thirty years before the kind of respectability and professional honesty, even the grassroots level officials of the government were rendered which is completely missing now. The head master of primary school, the Patwari,the Postman, Hawaldar sahib etc. , all of them who were and are the most important interface of government were very much respected, honest and hard working. Their influence and authority were tremendous. Strangely, this was when people were lesser educated and the governmental mechanisms to allow complaints against them were almost non existent. Though, these officials could misuse their authority in much more comfortable and Scot-free way but there were innately honest and professional not out of fear but by choice. Fortunately, the provocations (commodity market) for dishonesty and greeds were minimum. The tendency of human being is to develop greed if he lives in the midst of material prosperities. That is why in our Shastras to dominate greeds and lust Yogi people left for jungles as it was easier to control our mind being physically distant to the to be avoided object than to control when it is in our physical surroundings. It is well said ??out of sight and out of mind?? I just tried to clarify the fact that human mind gets involved in the surroundings and it crosses the moral boundaries easily in this situation. In GITA it has been very wisely said ?there are three gates to hell ?anger, lust and greed- they degenerate soul. I think these lines perfectly analyse this syndrome of institutional degeneration. Today there is hardly any institution which is free from this degenerated behaviour. In seventies it was unimaginable that recruitment bodies like Public Service Commissions would fail in preserving the secrecy of the exam papers or some one could mix up with corrupt people to manipulate the recruitment process. Today, even CBSE type institutions hardly escape any year when their papers have not been leaked out. I mean this is the state of affairs more or less with regard to every institution which has the possibility of indulging in corruption. The credibility of institutions is at all time low
