The Necropolis War has ended in victory for Mega City One, but a third of the judges needed to control crime in a city population of eight billion people are dead. Worse, the wall that keeps the mutants and exiles in the wasteland has been largely reduced to rubble. Judges are fighting a losing battle to keep the exiles out, and keep crime levels down. Mega City One is degenerating into anarchy. Suddenly, a killer from the wastelands gets in and starts systematically killing off judges. He is very good at what he does, but Judge Dredd manages to catch him. The man defies most forms of interrogation, seems immune to truth serum, and even Psi-judges can?t read his mind. Dredd gets the truth from him by asking him what he means by his need to bring justice to the city. The self-appointed Marshal tells his sorry tale. He was one of a band of law-makers and law preservers calling themselves the Marshals who had set themselves up to bring law, order and decency to the Waste Land itself. They had based their philosophy on principles in an old Lone Ranger book. The Marshall even calls himself Tonto after the Ranger?s faithful Indian Assistant. Unfortunately, just as they were making some difference in their own unstable society, there was an experimental chemical drop organised from Mega City One, which happened to land its cargo on the hide out belonging to the Marshals. They were mostly killed off. The Marshal, the only suspected survivor, has come to find the Judge he believes to be responsible for this. While the judges contemplate what sentence to inflict on the Marshal for bringing his own brand of justice to mega City One, he escapes, captures the judge responsible for the death of his friends, and gets him to confess, before exacting justice of his own. A stark role reversal tale in which the judges find themselves outwitted by a vigilante who judges them as being as rotten as the city they protect.
